Megafon said they did not understand why the export restriction was imposed on the company. They explained that “considering the category of restriction the company falls into”, they “do not see a direct result for subscribers and customers as they do not make export sales”.

Megafon claims that the restrictions do not apply to communication services, including roaming. The company will continue to examine the possible consequences of US sanctions. Representatives of the operator stated, “The presence of MegaFon on this list of restrictions may affect the need to obtain additional licenses from the US Department of Commerce if we decide to import something from this country.”
