As Kommersant wrote, telecom operators are already receiving large fines for missing calls from backup numbers – about 500 thousand rubles. This is substantial money for small operators. “Large operators, where small companies work on equipment, also do not want to incur losses because they miss their calls, and therefore they have started to disconnect from networks,” said Kommersant’s source. He also noted that the authorities first imposed fines for missing calls from backup calls and only after that started the Antifraud system. And that’s the problem.
