Russian tour operators will be exempt from paying VAT until 2027. The corresponding instruction was given by the President. Amendments to the law will be adopted “retroactively”, effective January 1, 2023.
The President instructed to exempt travel operators from paying VAT from January 1, 2023 to June 30, 2027. This was learned after the meeting of the head of state with members of the government.
The President’s instruction refers to companies that operate in the areas of internal and receptive tourism. Appropriate amendments to the law must be made by June 2023.
The Ministry of Economic Development believes that tour operators are out of competition with small travel companies. The latter work in a simplified way, while large companies pay a 20% value added tax.
The Ministry of Finance calculated that in the event of the abolition of VAT for tour operators, the budget will lose about 3-4 billion rubles.
