The Ministry of Digital Development has proposed an indefinite zeroing of income tax for IT companies. Under the existing law, the fee expires after December 31, 2024. This was reported by Vedomosti with reference to a letter from the deputy head of the department, Alexander Shoitov, to the plenipotentiary representative of the Russian government in the State Duma, Alexander Sinenko.
The letter refers to a bill drafted by a member of the State Duma Information Technology Committee Anton Nemkin (United Russia), which proposes expanding the list of IT companies eligible for tax benefits.
According to the bill, the text of which has been read in the publication, now the tax benefits apply specifically to developers of IT products, but do not apply to the companies themselves that are engaged in the maintenance of IT systems, as well such as information security.
According to the deputy, this approach creates “unequal competitive conditions on the market” and can lead to disproportionate development of various segments of the IT industry and, in the future, to “a general slowdown in the development of the IT industry in Russia”. According to Nemkin, the share of such IT companies is about 6% of the total.
According to the publication, the Ministry of Digital Development supported the deputy’s bill. The document also received positive comments from the Ministry of Economic Development. At the same time, the department considers it necessary to estimate the volume of deficit in the revenue of the federal budget.
