At the end of May, at the forum “Digital Industry of Industrial Russia 2023”, it is planned to sign the “Price Charter for Socially Responsible IT Businesses”. It was developed by Mintsifra and Otechestvenny Soft, Russoft, APKIT and others. The companies will voluntarily limit the price increases of their products, the draft document says.

The Ministry of Digital Development and Russian software developers will sign a letter on a maximum price for software

The maximum price will be set as follows: the price of a software product on the same date last year, adjusted by Rosstat’s annual consumer price index, plus 15%, Kommersant found.

In 2022, the index was 111.94%, which means that the maximum estimated price for software developers is almost 27%. According to the results of the first quarter of this year, the index amounted to 108.62%, the estimated maximum price – 23.62%.

The Mintsifra reported that “they have the principles of self-regulation of the market.” The department noted that formally “they do not have the authority to regulate the pricing policy of vendors.”

In official comments, market participants supported the idea, but industry sources criticized the initiative. The officials are promoting it, “despite the protest of the market,” said the interlocutors of the publication.

  • Since March 2022, Russian software prices have increased by 30-50%. Users attribute the trend to a lack of competition in the market, which Western providers have left behind. The developers partly recognized the price increase, but more moderate – by 10-15%.
