The head of the Federal Antimonopoly Service (FAS) of the Russian Federation, Maxim Shaskolsky, called for the introduction of a parallel import mechanism for all categories of goods. The initial list of parallel imports compiled by the Ministry of Industry and Commerce in May 2022 included 50 product groups and 200 brands.

FAS is urged to expand parallel imports to all categories of goods

“We consider it correct to allow parallel imports of all goods, except for goods whose production is located in Russia, that is, jobs are created, taxes are paid, and goods go to the domestic market,” Shaskolsky said at the final meeting of the department (quoted by TASS).

The head of the Federal Antimonopoly Service emphasized that parallel imports are only legally purchased original goods from foreign manufacturers, the quality and safety of which can be checked and proven.

Earlier, the head of the Ministry of Industry and Trade, Denis Manturov, said the department was going to extend the parallel import program for those goods “there is a need” for one year. At the same time, the list of products subject to such imports will be reduced.

  • Parallel import, that is, the import of goods without the permission of the copyright holder, was recognized as legal in Russia in June 2022. Initially, the list of the Ministry of Industry and Trade for parallel imports included 50 groups of products and about 200 brands, then the list was replenished several times.
  • By December 2022, according to the Federal Customs Service, $20 billion worth of goods were imported into Russia through parallel imports.
