In May 2022, the proposal became more specific. A new EU project proposes that tech companies independently scan private messages to detect illegal material. Apple has already tried to implement this, but gave up after criticism.
According to an April 2023 document received by Wired, the EU requested input from 20 bloc member states. While 19 voted “in favor” to maintain end-to-end encryption, Spain was vehemently opposed and preferred to press for a complete ban.
