The authorities decided to abandon the idea of ​​creating a national crypto exchange. Instead, it is planned to establish rules for the operation of such organizations. Anatoly Aksakov, head of the State Duma committee on the financial market, told Izvestia about this.

Exchanges will help companies make cross-border deals, for which they can start imposing sanctions on them, Anatoly Aksakov believes.

New organizations will also appear. The Ministry of Finance also agrees with this concept. Market participants are confident that the new mechanism will help reduce the risks of sanctions and the likelihood of cyberattacks, as well as support competition.

  • In April 2023, they developed a bill on the creation of a national crypto platform. It was supposed to form a registry of digital currency operators, monitor their compliance with the necessary requirements, and license their activities.
  • At the end of November 2022, a draft law on the regulation of mining and cryptocurrencies was submitted to the State Duma, which was later criticized by the Russian crypto community.
  • In October, Finance Ministry spokesman Ivan Chebeskov noted the need to allow Russian companies to make international payments in cryptocurrencies. At the same time, he stressed that the country should create its own reliable cryptographic infrastructure.
