The State Duma approved the introduction of fines for non-compliance with the law on marking Internet advertising. Parliamentarians approved the corresponding bill in the third reading.
In April, a bill was submitted to the State Duma, which introduces fines for violating the terms of advertising. For legal entities, fines of up to 500 thousand rubles are provided, for operators of advertising data (ODR) – up to 700 thousand rubles.
According to the document, a fine for ordinary citizens for not providing data on advertising distributed on the Internet, providing incomplete information or not within the established period will be from 10 thousand to 30 thousand rubles.
For officials, the bill provides for a fine of 30,000 to 100,000 rubles. Legal entities for violation will pay from 200 thousand to 500 thousand rubles.
Citizens will pay from 30,000 to 100,000 rubles for distributing advertising material without special markings or for instilling requirements for its placement, officials – from 100,000 to 200,000 rubles, and legal entities – from 200,000 to 500 thousand rubles.
The highest penalties are provided for the operators of advertising data. In case of failure to provide information to Roskomnadzor or failure to meet the deadlines, officials will pay from 100 thousand to 200 thousand rubles, legal entities – from 300 thousand to 700 thousand rubles.
The new rules will go into effect on September 1, 2023.
Earlier, major media associations called on parliamentarians to reconsider some provisions of the bill. The authors of the appeal pointed out that the proposed fines are excessively high and disproportionate to the damage.
