The Government’s Committee on Legislative Activities approved amendments to Roscosmos’s bill; This law gives government agency the right to sell Earth-related data received from space, including to government agencies.
This law will give Roscosmos the status of sole supplier of Earth data and related products. In addition to the laws on Roscosmos state companies, amendments were made to the public procurement law. It is now possible to purchase remote sensing data only from Roscosmos.
Roscosmos will be obliged to provide remote sensing data to federal and regional authorities without organizing competitions. However, the orbital constellation of commercial operators such as Sitronics, NPK BARL and Gazprom Space Systems will have to cover the remaining 33% of consumer needs.
These changes will allow Roscosmos to sell remote sensing data, increasing its role in this field, as well as reducing budget costs for purchasing such data in the coming years.
