South Korea was supposed to launch these satellites with Russian launch vehicles, but the partnership did not materialize due to “force majeure”. According to the South Korean ministry, during the negotiations the parties were guided by national interests.

It was also noted that South Korea may not refund the 60.3 billion won, or 44.7 million dollars, it paid to Russia.

“The Republic of Korea held negotiations with the Russian side on the terms of termination of the contract for the provision of satellite launch services. We consider it difficult to disclose information about an international agreement, but we would like to inform you that under these circumstances, we are guided by national interests during negotiations,” the Korean ministry said in a statement.
