As part of the discussion of the national project for the development of the data economy until 2030 on the basis of the ANO “Digital Economy”, the expert working group “Data Transfer” proposed to develop a project for an automatic system for the use of radio frequency radiation (RFS ACS).
The system of dynamic access to frequencies allows security forces to turn off the radiation of electronic zones (approx. radio-electronic means) operators in the near field in exchange for access in the 3.4–3.8 GHz range. This frequency range is occupied by Russian intelligence services, but is in demand by operators around the world for the development of 5G.
Currently, law enforcement agencies do not have direct access to operator systems for network management. The restriction of services occurs through the Ministry of Digital Development.
The radio frequency control system can operate in two formats: manual shutdown of units at the request of security forces and dynamic shutdown.
In the second case, receivers are placed in the region that are able to find the activation of priority communication, which sends commands to base stations, sequentially changing this frequency range. It must be supported at the level of basic resources.
The new frequency management system, if adopted, will appear in Russia by 2027. [Коммерсантъ]
