Russian operators and the Ministry of Digital Development have developed a draft action plan for the development of communications until 2035, which obliges large IT companies to pay for traffic.
There are three points in the document:
▪️ development and submission to the State Duma of a law providing for a mechanism for the proportionate participation of large Internet companies in the development of communication networks.
▪️ development and submission to the State Duma of a bill providing for a mechanism for Internet companies to reimburse the costs of telecom operators to comply with the requirements of the “Yarovaya Law”
▪️ by the end of this year, establish reserve service contributions for Internet companies. Develop and apply rules for calculating and paying these contributions.
In the latter case, we are talking about a special fund, to which all operators must contribute 1.2% of the annual income from communication services. These tools will be implemented in accordance with the requirements of the standard.
The Ministry of Digital Development reported that the plan is still being finalized.
The listed initiatives are a set of proposals from the telecom market. They still require discussion and adjustments and may not be included in the final document.
