The Ministry of Digital Development has prepared changes to the rules for the accreditation of IT companies. The agency proposes to check the foreign participation of the organizations. The proportion of foreigners must not exceed 50%.

Most of the changes will come into force on May 1 of this year, but the measure related to the participation of a foreigner will only come into force on August 1, 2025.
What does the Ministry of Digital Development offer?
- For small businesses that were created less than three years ago, cancel the criterion for verifying revenue share from IT activities;
- Cancel the accreditation confirmation procedure provided for companies that received it in the year of their incorporation;
- Make State Services the only platform for requests for the annual accreditation confirmation procedure;
- Conduct salary level verifications as part of accreditation confirmation for two quarters instead of five;
- Allow companies from regions that, according to the updated Constitution, are considered new Russian regions, to receive accreditation regardless of the average monthly salary (valid until June 1, 2025);
- Introduce a new criterion to control foreign participation: their participation in the company must not exceed 50% (will come into effect from August 1, 2025).
Accreditation of IT companies is carried out by the Ministry of Digital Development and gives organizations the right to apply for government support measures (tax exemptions, preferential loans, exemption from inspections).
It was previously reported that the Ministry of Digital Development will exclude Russian subsidiaries of foreign organizations from the register of accredited IT companies.
Since the end of 2022, the issue of accreditation of IT companies has gained greater relevance with the announcement of a partial mobilization in the country. For employees of various training areas of accredited IT and telecommunications companies, a reservation for compulsory military service is provided.
