Since the beginning of the year, the Russian budget has received 35.7 billion rubles for free, RBC writes, referring to the data of the state system “Electronic Budget”. These are income that foreigners pay as a contribution in the framework of sales transactions of Russian companies.

The funds received in two and a half months exceed the annual plan by 17 times. Initially, the budget included an amount of 2.1 billion rubles.
In 2023, free budget revenues of companies amounted to 116.5 billion rubles. This was roughly in line with the estimate reflected in the draft budget.
Starting in 2022, transactions with residents of states that Russian authorities consider hostile will have to be approved by the government commission. Payment of this “voluntary contribution” is the basis for the commission to make a positive decision when approving a particular transaction.
As noted by the Ministry of Finance, companies leaving the Russian market pay, as a rule, 15% of the market value of the asset as a contribution.
