The rocket operator is the private space company Space Pioneer. TL-3 is an orbital launch vehicle capable of placing a 17-ton payload into low Earth orbit and a 14-ton payload into sun-synchronous orbit. On March 21, the operator completed hot testing of the carrier’s main power plant (9 Tianhuo-12 variable thrust engines forming the first stage of the rocket). This is the final stage of testing before final delivery.

The rocket is designed to build China’s low-orbit satellite Internet constellation. The carrier has a diameter of 3.8 meters, a total length of 71 meters and a take-off weight of 590 tons.
