According to Shadayev, switching to Russian software requires financing, while foreign software is offered free of charge. He expressed the view that this situation should be balanced by introducing an appropriate fee.

Plans were also announced to collect all laws regulating the digital space in Russia into a single common code. This will simplify the regulatory system and make it more unified.
