This is despite recent rule changes allowing emulators of retro game consoles. Apple defended this rejection by saying that “the PC is not a console.”
Moreover, Apple also blocks UTM from being placed in third-party app stores in the EU.
According to the App Review Guidelines, Rule 4.7 covers “mini-apps, mini-games, streaming games, chatbots, add-ons, and game emulators.”
Unexpectedly by developers, UTM has not been tested against this rule. They have already stated that Apple refused to notarize the application due to violation of Rule 4.7.
However, on the Application Review Guide page, Rule 4.7 is not listed as part of the Notary Review Guide.
It is known that UTM has no plans to appeal this decision for now. The iOS app will continue to be available via grayscale download methods, such as building and installing via Xcode.
