The Russian Prime Minister has approved a document on improving the carbon offset mechanism to reduce the carbon footprint, prepared by the Ministry of Economic Development.

Russia has expanded access to the domestic carbon unit market for businesses.

The document sets out changes to the rules for creating and maintaining a register of carbon units. Now the account holder can offset them to reduce another person’s carbon footprint. The mechanism will be useful for SME companies and entrepreneurs, as even mandatory registration in the register will not be necessary.

The Ministry of Economic Development said that the department develops state policy on climate, develops market infrastructure for the circulation of carbon units and is one of the most effective tools to curb the process of climate change.

“The adopted document is an important step towards gradual decarbonisation of the country, which is planned to be achieved by 2060. The mechanism provides access to a large number of participants in the carbon market to reduce their carbon footprint, if these companies do not implement climate projects and do not emit carbon units themselves,” said First Deputy Minister of Economic Development Ilya Torosov.

There are currently 34 climate projects in the carbon inventory. More than 32 million are outstanding.

We previously wrote that the Cabinet of Ministers will allocate almost 2.5 billion rubles to support Russian digital technologies. This was announced by Russian Prime Minister Mikhail Mishustin during a government meeting.
