As the telecommunications company informed Interfax, Oguryaev took up a new position in June. He reports to Vice President for the Development of State Digital Platforms Oleg Pak. Park also previously served as Deputy Head of the Ministry of Digital Development.

At Rostelecom, Oguryaev oversees the implementation of the product strategy in the field of government digital platforms and services. He is also responsible for implementing standards to improve customer experience, the press service added.

Dmitry Oguryaev was responsible for the development of the State Services portal at the Ministry of Digital Development. He worked in the department from 2020 to the end of 2023.

Before joining the Ministry of Digital Development, Oguryaev headed several areas of the retail business at Sberbank for almost 10 years. In the 2000s, he also headed various areas at Raiffeisenbank and Citibank.
