The amount of support in these years is 21% lower than the expenditures planned in the national project of the same name for 2019-2024 – 416.2 billion rubles.

The main expenditures during this period will be directed towards preferential investment loans for SMEs in priority sectors – 238.4 billion rubles. At the same time, 148 billion of this amount will be used to subsidize loans issued until 2025, and the rest will be used for new loans under the combined program.

Initially, the Economy Ministry requested 600 billion rubles in the baseline scenario and 500 billion in the conservative scenario, said Alexander Kalinin, president of Russia Support. However, the Finance Ministry valued support for SMEs much less, he added.

According to him, the main reduction will affect the preferential lending program of 1764, since 20-30 billion rubles were spent annually to compensate for interest rates. Despite the relevance and effectiveness of the program, it will be subject to reduction.

Freedom Finance Global analyst Vladimir Chernov links the decline in spending on SME support to overheating of the economy and high inflation. The reduction in funding will primarily affect preferential lending programs for small businesses.
