Funding for the Secure Enclave would be separate from the CHIPS Act and a number of other scientific projects. The new program focuses more on supporting the construction and modernization of semiconductor fabs. Chips produced for the Secure Enclave program would likely be built in facilities separate from the production of other components.
The U.S. Department of Defense will implement the program by providing a domestic supply chain for advanced semiconductors “entirely dedicated to national security.” The Commerce Department, which participates in the Secure Enclave, will remain responsible for distributing the funds.
