The European Commission has said it is not considering a complete blockade of Telegram in the EU, the executive body’s representative Thomas Regnier told Izvestia.

However, under the Digital Services Act (DSA), a service can be temporarily suspended if it poses a threat to the security of member states.

The European Commission also confirmed that it does not trust the data provided by Telegram and makes its own calculations on the number of European users of the messenger.

If Telegram is classified as a “large online platform”, its activities could be temporarily suspended throughout the EU, but only if violations of the law persist. The first step in such cases will be to impose a fine of up to 6% of the company’s global annual turnover.

Telegram’s suspension in the EU will be temporary. As noted by the representative of the European Commission, Thomas Regnier, if the platform returns to comply with the DSA requirements, it will be able to continue operating.

  • The Digital Services Act (DSA) is a significant piece of legislation that makes online platforms across the EU responsible for the content they host. The European Parliament adopted it in July 2022, on 25 August 2023 its rules were extended to large platforms and at the beginning of 2024 the document came into full force.
  • According to the Financial Times, Telegram’s revenue in 2023 reached $342 million with operating losses of $108 million. Total after-tax losses amounted to about $173 million.
