Discord has been experiencing outages since September 18, 2024. That same month, Roskomnadzor (RKN), according to Kommersant, added some Messenger pages to the register of banned sites at the request of the Ministry of Internal Affairs.
In March 2024, RKN included the service in the social media registry. Now the messenger must independently identify and block the information posted on it that is prohibited in Russia. Violation of the law faces a fine of up to 8 million rubles. A few days after this, Discord began blocking servers with said information.
