As TASS reports, Gazprombank and MGR plan to allocate money under a concession scheme without using budget funds. However, according to Izvestia, companies are considering the public-private concession format.
In conversation with the newspaper, Blue Sea CEO Olga Puchkova explained that starting in 2021, the Multifunctional Cargo District port on the eastern coast of Sakhalin is being built under a federal concession.
At the same time, the possibility of expanding the port for the Sakhalin International Transport Corridor (ITC) was already taken into account when the port construction project was started.
Within the framework of the MTC project, a railway line will be created from the Selikhin station in the Khabarovsk Territory to the Nysh station in the Sakhalin region. The total length of the line should be about 600 km.
The new line will integrate the Sakhalin railway system with the Baikal-Amur main line and the Trans-Siberian main line. At the same time, 20 kilometers of the highway will pass over a bridge connecting Sakhalin Island with the mainland.
Gazprombank Vice President Valentin Murashov also told Izvestia that the exact cost of the construction of the ITC will be known after carrying out engineering studies and design work: it will take two to three years and cost 25 billion rubles.
A representative of the bank said that the project is extremely relevant in modern conditions and will have a comprehensive impact on the growth of the Russian economy.
