The Ministry of Finance proposed to adapt the procedure for collecting duties on foreign online packages of more than 200 euros. The department’s initiative was expressed by its deputy director Alexey Sazanov at the Moscow Financial Forum, TASS reports.

Currently, purchases in foreign online stores that cost 200 euros or more are subject to a tax of 15% of the excess threshold. The Ministry of Finance’s proposal consists of charging a tax of 5% of the total cost of goods whose value exceeds 200 euros.
The Finance Ministry also proposes to charge value added tax (VAT) on all imported goods in markets without a price threshold. The Ministry of Finance proposed to appoint the Federal Tax Service (FTS) as administrator of VAT collection.
In March 2022, the duty-free import limit for purchases for individuals in foreign online stores was increased from 200 euros to 1,000 euros. In April 2024, the limit returned to the previous 200 euros with a weight limit of 31 kg.
