According to Rosstat, the average salary at the end of 2023 was 46,751 rubles. After increasing the minimum wage, its ratio to the average wage will increase to 48%. The approval of the law will increase the salaries of some 4.2 million workers, according to the explanatory note.

In May, Vladimir Putin signed a decree according to which by 2030 the minimum wage should double compared to 2023 levels, to a level of at least 35 thousand rubles per month. The government was instructed to ensure this increase at a faster pace.

In June, LDPR deputies proposed a legislative ban on the payment of wages below the minimum wage after taxes, citing the need to respect everyone’s right to decent remuneration for work.
