The Ministry of Economic Development proposed maintaining a simplified procedure for issuing permits in 2025 for the areas of aviation, construction, subsoil use and forestry relations, as well as expanding licenses for border regions. This was reported by Vedomosti, citing a draft government resolution that will soon be submitted for public discussion.

According to the publication, the project aims to accelerate the issuance of certificates and licenses and reduce the list of mandatory requirements for obtaining them. The explanatory note states that the changes will reduce the administrative and financial burdens on companies.

In regions with a higher terrorist threat (yellow or red levels), it is proposed to extend the validity period of appraisers’ qualification certificates. These documents confirm the right of specialists to assess the value of tangible and intangible assets. Territories with a yellow threat level include the Belgorod, Kursk and Bryansk regions, as well as some areas of the Voronezh region and the Krasnodar Territory. The red level has not yet been introduced anywhere.

Last week, the office of Deputy Prime Minister Dmitry Grigorenko reported that a simplified procedure for obtaining permits and licenses could be enshrined in law from September 1, 2025.

According to TASS, the project to simplify obtaining licenses and permits has been underway since 2021. During this time, 423 popular types of permits, including 51 licenses, were transferred to the public services portal. The time required to obtain licenses has been reduced by three times, permits by half and the list of requirements to obtain them has also been significantly reduced.
