Roskomnadzor recommended that owners of information resources refuse the services of the American company Cloudflare, which provides CDN services and protection against DDoS attacks. This is stated in the message from the Center for Monitoring and Management of the Public Communications Network (CMU SSOP).

According to him, in October the company enabled by default the TLS ECH (Encrypted Client Hello) extension on its servers, which can be used to “bypass restrictions on access to information prohibited in Russia.” “Its use violates Russian legislation and is limited to technical means of combating threats (TSPU),” warned the Central Medical Directorate of the SSOP.

The center recommended disabling the extension or switching to using domestic CDN services that provide resource protection and resistance to cyber attacks. As an example he cited the National System to Combat DDoS Attacks (NSPA).

The day before, the publication Durov Code reported problems with access to sites using Cloudflare’s ECH technology. This technology, part of the TLS 1.3 protocol, increases user privacy by hiding visited web addresses from ISPs. Their use complicates the operation of Roskomnadzor’s blocking systems, which is probably the reason for limiting their use, the publication notes.

Cloudflare servers are used by approximately 2.5 thousand sites of the 10 thousand most visited Internet resources in the world according to Alexa Rank, noted a user of the Habr portal. About 700 of them are configured to support ECH.
