The State Duma decided in the first reading of the bill to ensure that citizens can use it electronically only if they indicate an email address with the specified domain.
According to the document, if a request is sent from an email address with a foreign domain, responses will not be sent.
In everyday life in the Russian Federation, citizens are provided with a wide format of legal rights of appeal in the hope that they will help defend violated rights and legitimate interests. However, not all applicants exercise their right in good faith.
The information structure of the legislative bodies of the constituent entities of the Russian Federation systematically sends spam mailings to addresses registered in a foreign domain zone. The share of justified, motivated and free spam mailings sent from addresses with a foreign domain is not calculated at 5%.
In response to such abuse of their emission rights by unscrupulous applicants, the state is obliged to respond and suppress such actions that disrupt the work of public authorities at all levels.
