Rosvodokanal proposed to link the calculation of penalties in payment for housing and communal services to the key interest rate of the Central Bank. This was announced by the chairman of the company’s board of directors, Maxim Shirokov, in an interview with RBC. In his words, now the 9.5% rate is used for calculations, so in some cases legal entities deposit money instead of paying for services.

Shirokov explained that the amount of the fine must correspond to the key rate (currently 21%) and a mechanism is needed that constantly correlates the fine and the rate. The corresponding proposal was submitted for consideration to the State Duma, the Ministry of Construction and the government.
The initiative is necessary to encourage companies to pay for housing and communal services on time and eliminate the possibility of diversion of money, which “some legal entities use to enrich themselves instead of paying,” said the top manager.
In addition, Rosvodokanal has prepared other proposals designed to improve collection rates in the housing and communal services sector. Among them are the transfer of personal data of Russians to resource-supplying organizations when concluding a supply agreement and an increase in water consumption standards for those who do not install metering devices.
The size of the total debt of Russians to pay for public services has decreased over the past two years and in October 2024 amounted to 833 billion rubles, the head of the Ministry of Construction, Irek Fayzullin, previously said. According to him, throughout the country the collection of payments for housing and communal services increased on average by 101% year-on-year.
Rosvodokanal has been a subsidiary of the Alfa Group since 2003. According to its own data, the organization supplies water to 7.2 million residents of Arkhangelsk, Barnaul, Voronezh, Krasnodar and other cities. Rosvodokanal holds a 30% share of the water supply market among private water companies.
