The government has banned Internet calls to landlines and mobile phones to combat telephone fraud, according to the Russian government website.

The corresponding resolution excludes the “license for the transmission of Internet data with overlay of voice information” from the list of licenses for the provision of communications services.
“Most of the time, scammers used these technologies, as they allowed numbers to be replaced. Now this type of telephone fraud will be seriously limited, since the possibility of connecting data networks to telephone communication networks will be excluded,” the government portal clarifies.
As the Government statement points out, this measure will not affect regular telephone users in any way, since Internet calls are made in special applications “without access to fixed and mobile telephone networks.”
On December 24, Kommersant wrote that Roskomnadzor and the Ministry of Digital Development are discussing the possibility of introducing restrictions on calls in instant messengers due to telephone fraud. Both complete blocking of voice calls in applications and banning calls from abroad are possible, the publication notes. On the same day, Roskomnadzor reported that a legislative ban from foreign countries was possible and that the same requirements could be introduced regarding instant messaging.
In October, the head of Roskomnadzor, Andrei Lipov, announced the possibility of blocking calls in instant messengers. “We know how to limit calls through instant messaging. The messenger will work, but calls will not. It is a difficult option, which is possible as one of the measures,” he emphasized.
