Roskomnadzor published an order on the official legal information portal approving the procedure for creating and maintaining a list of anonymized channels and pages on social networks for authors with more than 10 thousand subscribers. In particular, the document reveals the reasons why bloggers are excluded from the corresponding registry.

Let us remember that on November 1, 2024, a rule came into force requiring owners of channels with wide coverage to submit their data to the RKN for inclusion in the registry. Without this, bloggers lose the opportunity to publish advertising information on their resources.
This means that delisting automatically prevents the user from monetizing the content. And RKN mentions several reasons for exclusion:
- reduction in audience (the number of subscribers remains below 10 thousand for more than three months),
- publication of information the distribution of which is prohibited in Russia,
- repost or link to the author of a channel with more than 10 thousand subscribers, but who has not sent information about himself to the RKN and is not included in the register,
- lack of marking in the publication of a foreign agent,
- deletion of a page by the user.
The department makes a decision to exclude you from the registry within three days of the discovery of the violations. The notification will be made through Gosuslugi or through a special application to interact with the RKN.
Additionally, starting January 1, 2025, in the event of delisting, channel owners will have to restrict access to them within 24 hours.
Currently, the RKN has received about 140 thousand applications for registration in the registry, about 50 thousand pages have already been registered and about 30 thousand have been rejected.
