The Chairman of the State Duma, Vyacheslav Volodin, proposed in the Duma Council to prepare a factional bill banning vaporizers and liquids for them. This is stated in a press release on the website of the lower house of parliament.

“In the Council of the State Duma, President Vyacheslav Volodin proposed to prepare a legislative initiative between factions to ban vaporizers and liquids for them, in order to present it for consideration before the end of the current session,” the message continues.

It also notes that two draft laws on this topic are currently in the Duma Committee on Health Protection at the stage of preparation for consideration in first reading. “It would be correct to prepare a bill on a complete ban on the sale of vaporizers,” since “almost all factions spoke about its necessity,” Volodin clarified.

After Volodin’s proposal, the head of the State Duma Health Protection Committee, Sergei Leonov, said that a new version of the factional bill to completely limit the sale of vaporizers.

In mid-January, TASS wrote that deputies could consider in March a legislative initiative to completely ban the retail sale of vaporizers and liquids for them. The authors of the initiative explained the need for restrictions due to “the rapid increase in the number of users of these devices, especially among adolescents.”
