In 2024, only 10% to 12% of small businesses used cloud technologies, according to a study by cloud provider Nubes, which Kommersant reviewed. Among large and medium-sized companies, this figure is higher: more than 95% and 35%, respectively.

According to analysts, midsize businesses are moving to the cloud instead of renting or purchasing data storage equipment due to high equipment prices and a record key rate. In addition, the cloud allows companies to maintain flexibility, since its capacity, unlike physical servers, can be increased or decreased at any time, Nubes highlighted.
Small businesses, on the other hand, do not see the need to use cloud technologies: representatives of the service sector, farms and other individual and self-employed entrepreneurs do not need to exchange large amounts of data, according to Nubes. The exceptions are individual entrepreneurs and small LLCs specializing in consulting and software development, where there is a demand for cloud platforms.
RCloud by 3data PR Director Dmitry Prede told Kommersant that among their clients there are more and more those who are moving from classic colocation (a service for placing equipment in data centers) to a hybrid model, i.e. , to place part of the infrastructure in the cloud. The expert attributed this to the high cost and long delivery time of hardware, as well as customers’ need to quickly scale up and down the number of IT resources.
According to Nubes, in January 2025, the average cost of switching to a cloud infrastructure was approximately 250,000 to 300,000 rubles for small companies, between 500,000 and 600,000 rubles for medium-sized companies and more than 600,000 rubles for large companies.
Cloud analysts predict that by 2030 the IaaS and PaaS (cloud infrastructure/platform as a service) market will grow 4.5 times to 550 billion rubles, compared to 121 billion rubles in 2024. Experts interviewed by Kommersant expect growth of between 650 and 700 billion rubles by 2030 and maintain that Small businesses will continue to grow in the SaaS (software delivery over the Internet) segment.
