Why do we need changes? According to article 99 of the Labor Code, overtime work must not exceed 120 hours a year. The business proposed to increase this limit to 240 hours a year. According to Shokhin, an increase in the work of permissible overtime will make the market more flexible.

The president of the RSPP also caught attention to a large amount of freelancers, which, due to existing restrictions, cannot take additional part -time jobs. “It is better to legalize and provide people with the opportunity to work if they wish, and the employers’ task is to pay them worthy and provide other conditions,” Shokhin added.

He clarified that the question of increasing the extra limit will be discussed at a meeting with the deputy head of the presidential administration Maxim Orelhkin. Shokhin states that this issue was also mentioned in the Government’s strategic session for labor migration.

What are the difficulties? According to the president of the RSPP, the main problem is now to coordinate the initiative with a division of the presidential administration, the State Legal Administration. “They fear there is excessive operation of workers,” Shokhin explained.

  • Previously, Superjob said that in January 2025, only 18% of the employers surveyed reported on self -employed cooperation. Experts pointed out that this is the lowest indicator in the last four years, except in December 2024, when only 17% of companies collaborated with freelancers.
