A bill on the self-prohibition of obtaining credits and loans will be submitted to the State Duma. In 2022, the Bank of Russia proposed to introduce such a mechanism that would apply to all professional creditors, and not just the bank where the client has an account.

For this, the Russians will have to set a special ban on their credit history, RIA Novosti was told in the press service of the Central Bank.

The users of the banking services will be able to establish self-prohibitions, restrictions to obtain loans or loans in the State Services. A platform ban will automatically go to the credit bureau. Banks will be able to see these self-bans.

Banks have become much less likely to approve loans to Russians. If in 2021 the percentage of approval of applications was 33%, that is, every third person was satisfied, by the end of 2022, only one in four applicants was able to receive a loan. Analysts explained the fall in the level of approval of loan applications by the unwillingness of banks to take risks.

According to the new rules established by the Bank of Russia, from the beginning of 2023, banks can issue to clients with a debt load of more than 80%, no more than 25% of the volume of consumer loans issued. The regulator’s measures are aimed at reducing the debt burden of the population.
