Retail chains proposed forcing local manufacturers to sell products in the regions. The corresponding bill was developed by Senator Andrey Kutepov. The document has not yet been submitted to the State Duma.
Local producers, according to the parliamentarian, are losing distribution channels in the context of the monopolization of the retail market by retailers, Izvestia reported, citing a letter.
Two years ago, Andrey Kutepov already proposed a similar initiative. Then, the government considered that the bill “does not conform to the principles of free movement of goods.”
The document proposes forcing retailers to place goods “from regional producers, including goods that are designated with a geographical indication or an appellation of origin” in stores. Kutepov proposes to establish a mechanism for listing regional producers in retail chains.
According to IZ, several of the largest retail chains work with local producers. For example, Magnit cooperates with 5,300 Russian suppliers, half of which are small and medium-sized manufacturers.
