The Ministry of Transport of Russia has prepared a draft resolution “On approval of the requirements for the period of transfer of an order for a passenger taxi to carriers by services for ordering a passenger taxi.” Drivers will not be able to accept a new order from aggregators after they have worked 12 hours.

The Ministry of Transport proposed to prohibit taxi drivers from working more than 12 hours

Five hours after the start of the shift, the driver must take a break. Otherwise, the reception of the same will be temporarily suspended. The number and duration of such breaks will be determined by the taxi driver himself, Izvestia found out.

Most likely, online aggregators will have to calculate the time after which they will suspend or stop the transfer of orders, based on data about the start of work coming from the drivers themselves.

The experts and the taxi aggregators themselves ensure that the agency’s initiative is aimed at the safety of both carriers and passengers. They also stressed that it is necessary to improve the technical aspect of the project.

Vice President of the National Automobile Union Anton Shaparin added that many taxi drivers are connected to different aggregators, therefore, having exhausted the time limit for one ordering service, the driver can simply switch to another.

  • In December 2022, the State Duma passed a law obliging taxi services to provide the FSB with access to their databases where order information is stored and processed. The changes will take effect on September 1, 2023.
