The Ministry of Transport has proposed new requirements for airlines wishing to operate flights to foreign countries. Entry will be refused to those who, during the month prior to the issuance of permits, have carried out less than 70% of their transportation within Russia.

According to the new version of the order on the procedure for the admission of airlines to international flights published on the portal of regulatory legal acts, the agency intends to evaluate airlines according to other criteria, including:

  • the number of aircraft registered in Russia,
  • aeronautical Modernity,
  • punctuality of the carrier,
  • your business workload.

For passenger traffic within the Russian Federation, the Ministry of Transport will award points: with a share of domestic traffic of 70-75%, zero points; 76-80% – one point; 81-85% – two points; 86-90% – three points; 91-95% – four points; 96-100% – five points.

The rest of the criteria will also be evaluated according to a points system, and based on the results of the calculation of the points obtained, a decision will be made on the issuance by the authorized body of “permit to carry out regular and (or) non-scheduled activities”. ”. (charter) international air transport of passengers and (or) cargo” or by refusal of admission.

The ticket distribution mechanism for overseas flights was introduced in the summer of 2022.
