A Ukrainian official said that the US authorities were skeptical about supplying aircraft to Kiev, and that without their approval, Ukrainian pilots would only receive theoretical training without real experience in flying the F-16.

A New York Times source suggested that the reluctance could be due to concerns about the cost of delivering American F-16s to Ukraine, as it could hurt the military budget.

Earlier, the US State Department announced a $10 million reward for information that could help find Russian Mikhail Matveev, suspected by Washington of cyber blackmailing.
