Valery Fadeev, chairman of the Human Rights Council, chaired by the President of Russia, proposed the idea of compiling a list of banned video games that promote negative ideas. He expressed this view as part of a discussion at the Army-2023 forum.

Fadeev suggested introducing fines for the creation and distribution of plays showing scenes of violence and cruelty. He argues that if the games contain negative messages, they should be banned. He also noted that similar lists of banned books already exist, but this does not mean that the books should be destroyed.

The HRC president stressed the importance of finding and supporting developers who create the “right games” that deliver positive impact and good value.
