Companies will receive paid access to information from state systems, after which they will be freed from any confidential information. Data sanitization principles are being discussed as part of the preparation of a new version of the bill on the National Data Management System, but the government can regulate them outside its framework, Vedomosti learned.
The National Data Management System (NDMS) bill has been under discussion since 2021. The concept itself was approved in 2019, but the document was never adopted.
Sanitization is the application of mathematical algorithms with the simultaneous calculation of the risks and usefulness of the data generated, noted the Big Data Association (BDA). According to the director of the Internet Research Institute, Karen Kazaryan, the risk-based model will be based on the properties and content of the data, the processing context, and the threat model.
The government will determine the process and the cost of paying for the cleanup of the information, the Economy Ministry said. At the same time, only accredited companies will be able to perform the data sanitization function in the manner prescribed by the government.
The sale of this data will be popular only on the condition that its owner can somehow prove that this information really has value and is not “junk”, and this is a very fine line, experts say.
