The “New People” group, led by Alexei Nechaev, submitted a bill to the State Duma granting the right to a refund for online courses if they do not meet consumer expectations. This initiative is designed to protect people from low-quality education offers that promise quick training and guaranteed employment, but actually deliver empty promises. The bill proposes to amend the Law on the Protection of Consumer Rights and allow consumers to request a refund for poor quality training and consultancy services. The rules and standards for such services will be determined by the Russian government.

According to the explanatory note, this initiative is due to an increase in the number of low-quality online courses that are disappointing consumers. In particular, business training, motivational courses and personal development courses, which are usually not accompanied by service agreements, are mentioned. These offers have gone viral online and many consumers think they have been scammed. The new bill aims to protect students’ interests and set standards for online education.
