In the Kaluga region, the former factories of Volvo, Volkswagen, Peugeot and Citroën will return to work after a stoppage. As stated by the governor of the region, Vladislav Shapsha, the largest automobile production facilities in the region will be reactivated at the end of 2024.

Former Volkswagen and Volvo factories in Russia to resume operations in 2023

According to Shapsha, the Volvo plant will use the entire production cycle, including assembly, production, as well as stamping and painting of parts.

“We are negotiating with Volkswagen, we have several technological partners, we are determining which of them we should continue this work with,” added the governor. Shapsha said the first vehicle kits will reach the companies in early December, after which assembly of the vehicles will begin.

The head of the region stressed that the task of the authorities of the Kaluga region this year is to resume production, and next year to accelerate the pace and bring it to full capacity.

The PSMA Rus plant (a joint venture between Stellantis and Mitsubishi) should also resume mass production of cars of foreign brands. Now the company produces local brands, as well as test batches of foreign brands.

Volkswagen suspended vehicle production at its Russian factories in March 2022 due to the outbreak of conflict in Ukraine. In May 2023, the German automaker completed the sale of its Russian business to the Avilon holding. According to Interfax, the transaction amounted to 125 million euros.

The Volvo Group also stopped producing its trucks in Kaluga after the start of the special operation, and in September 2023 the Ministry of Industry and Trade announced the transfer of the assets of the Swedish company to a local investor.
