Russian banks saw risks in the abolition of commissions when paying for housing and communal services (HCS). The National Council for the Financial Market (NCFM) spoke out against the bill that prohibits banks, payment agents and Russian Post from charging corresponding commissions to clients.

Banks again opposed the abolition of payment rates for housing and communal services.

This is stated in the review of the NSFR, which is available to RBC. The letter, which presents the consolidated situation of the banks, was sent to the Central Bank, the Government, the Federation Council and the chairman of the State Duma, Viacheslav Volodin, one of the authors of the bill.

“Financial organizations, supporting the thesis on the need to reduce the financial burden of citizens. <…> “We believe that the measures proposed in the bill will not only fail to achieve the stated goal, but, on the contrary, will have a number of negative consequences for both citizens and resource-providing organizations and financial market participants” , says the review. .

The statement says that the introduction of the ban will lead to a forced optimization of business processes, as a result of which banks will worsen customer service conditions, reduce interest on deposits, increase loan interest rates and take other measures to cover the costs of free payments. housing and communal services.

As a solution, banks propose imposing the obligation to pay commissions to resource-providing organizations or abolishing commissions only for citizens who receive pensions and benefits.

A bill to abolish payment rates for housing and communal services was submitted to the State Duma in February 2020, which was adopted in the first reading in April of the same year. In March 2020, banks opposed the adoption of this law for the first time.

In November 2023, the Chairman of the State Duma, Viacheslav Volodin, ordered to consider the project as a priority in order to approve it before the end of the year. In this case, the commissions would be eliminated in 2024.
