The investigation, outlined by EC Vice President Vera Jourová in an interview with Bloomberg, aims to establish whether Telegram’s user base exceeds the 45 million user threshold, a key criterion for taking regulatory action under EU law.

Telegram reported 42 million users, but Jourova noted that the EC would check this figure. If the actual number of users is higher, the EC will conduct a comprehensive review of the platform. Such verification is consistent with the Digital Services Act, which requires platforms to combat the spread of disinformation, drug trafficking and smuggling.
