The experiment aims to introduce electronic document management at all stages of cargo transportation, including road, sea, river, rail and air transport. One of the goals is to test single-window technology for permits and shipping documents.

It is also planned to create an electronic rating of cargo carriers to provide reliable information about the platform participants. The experiment will involve interaction with already existing information systems, such as those of JSC Russian Railways.

Participants in the experiment will be administrative authorities, shippers, carriers, carriers, buyers, train operators, railway infrastructure owners and information system operators. The Ministry of Transport has been appointed as the platform operator.
