Authorities plan to grant IT mortgages to specialists working in Moscow

The Ministry of Finance does not support a large-scale expansion of the programs; it allows for the possibility of “some additional adjustments.” Chebeskov noted that IT mortgages can be made available to specialists in the regions, provided that the Ministry of Digital Development considers it an effective step towards achieving its goals. The Ministry of Finance will approve changes if they are minor or aimed at reducing the program.

PSB’s head of banking and financial markets analysis Dmitry Gritskevich believes that such an adjustment would be fair, since after the changes to the program in July 2024, the benefit no longer covers remote employees of Moscow companies living in other regions. Sovcombank also supports the initiative, noting that this will contribute to the development of construction in the regions.

On July 31, 2024, the Russian government extended the IT mortgage until 2030. The marginal rate will be up to 6% per annum, and the maximum loan amount on preferential terms will be up to 9 million rubles. However, the program does not apply to Moscow and St. Petersburg, as the authorities decided to focus on preserving the potential of IT personnel in the regions.

According to Gritskevich, after the change in conditions, the volume of issuance of computer mortgages decreased from 30 billion rubles in July to 1.8 billion rubles in August.

The Ministry of Digital Development believes that it is premature to summarize the provisional results of the program. The department recalled that under the new conditions, only specialists of companies that receive tax breaks can apply for an IT mortgage, while organizations must give their consent to disclose tax secrets. The number of such companies and potential borrowers is increasing every day.

• In 2022, at the initiative of the President of the Russian Federation, a preferential mortgage program for IT specialists was launched. Over the entire period of operation, IT specialists received more than 75 thousand mortgage loans totaling 700 billion rubles.

• According to Dom.RF on September 12, banks have exhausted 96% of the limit on issuing mortgages for IT specialists, and the remaining quota is half of the monthly issuance under this program in May or June.
