How will the recycling fee be indexed?
Starting October 1, 2024, the recycling fee amount will increase on average by 70% to 85%, and then will be indexed by 10% to 20% starting January 1 of each next year , reported the Ministry of Industry and Commerce. The basic rate of the recycling fee will remain the same (20 thousand rubles), but the coefficients will increase significantly, depending on the type and size of the engine, as well as the age of the car.
According to Autonews calculations, for cars with an engine volume of up to 2 liters, from October 1 you will have to pay 556 thousand rubles (an increase of 86%, now the recycling fee is 306 thousand rubles). In 2025, the exchange rate will increase to 667 thousand rubles, in 2026 to 800.8 thousand rubles, and in 2030 to 1.17 million rubles.
Car sellers include the recycling fee in the price of the car, so this fall Russians will expect a price increase, the Russian Association of Automobile Dealers told Autonews.
How much will foreign cars become more expensive?
Experts give different forecasts about the evolution of prices for foreign cars. Vice President of the National Automobile Union Anton Shaparin claims that from the moment the recycling fee increases, the price of Chinese cars in basic configurations will increase by 300 thousand rubles (10-20% of the price).
The Union of Automobile Dealers pointed out that starting October 1, new cars will become between 2% and 3% more expensive, and in November prices will rise between 3% and 5% more.
The director of the Avtostat analytical agency, Sergei Tselikov, stressed that the cost of foreign cars will gradually increase. According to the expert, by the end of 2024 we can expect growth of 5 to 7%.
What will happen to the cost of domestic cars?
The Ministry of Industry and Trade promises that the indexation of the recycling rate will not affect the cost of cars produced in Russia, as the ministry monitors compliance with “responsible pricing policies by domestic manufacturers” and provides them a set of government supports. measures.
Some experts disagree. Shaparin noted that the increase in prices for Russian cars is also inevitable, since the inflationary factor persists. The president of the National Automobile Union, Jan Heitzer, agrees that the price of domestic cars will increase.
What is recycling collection?
The recycling fee is paid by car importers and local factories, while the latter can receive compensation in the form of industrial subsidies. The rate is calculated on the basis of the base rate multiplied by a coefficient depending on the type of transport with different weight, age and engine size.
